Aw shit, I know this. The answer to the first question, I'm pretty sure, is 1879, which is the year Rose and the Doctor went to in "Tooth and Claw." I'm not sure if they ever said the exact year Jack joined; they only specified death experienced and that it would be over a century before Jack re-encountered the Doctor, in "Fragments." I think there was more info in "Utopia," but I'd have to rewatch.
I'll have to try and re-watch. I'm thinking based on Jack's 'look' that he was recruited in the Edwardian era. That would be 1900-1910 or so. It would fit with him saying his first death was Ellis Island. Could have been earlier though since Ellis Island was in operation in the 1890's. I'm trying to pick a time before Jack was recruited but after TW3 had been established.
I think I've always assumed it was the late 1890s or first few years of the 20th C myself; 1880s would probably be a safe guess for the period your going for. (I think "Utopia" also mentioned what year Jack went back to at the end of S1 of Who, which might help estimate the timing.)
According to "Torchwood Magazine" and their "Brief History of Torchwood," it was founded by Her Majesty Queen Victoria in 1879 ("Tooth and Claw"). Emily Holroyd and Charles Gaskell "coerced" Captain Jack Harkness into "working freelance" for the organization from 1899 ("Fragments," "Exit Wounds").
Since the magazine is the "official" publication of the show, I'd take their dates as canon.
