I have an idea about this (and something of a plotbunny). For one, it didn't seem like old Torchwood was big on keeping records on things that weren't useful to them. But also, if there were records, they would have included Jack's involvement, and I suspect Jack cleaned himself out of the Torchwood records, lest any of his new team learn his secret before he wanted them to. Surely if there was anything mentioning Jack in the historical records of Torchwood Cardiff or London, Ianto would have keened onto something. 7. They're iconic?
