Every city should have a free clinic, just look in the phone book there should be one listed. You may have to wait a long ass time in the waiting room, but it's a tradeoff for not having to pay.
In canada I know they ask you if you want an hiv test as well when you donate blood, so you could do it that way as well, but it probably takes a few weeks to get an answer back.
This info may not be up to date, since the research I did was years ago during a friend's messy breakup freak out. =)

She doesn't have a dcotor or any insurance. She's one of those people who has to work two or three part time mall jobs to get by and none of them offer benefits of course.
Just wanted to inform you that there two types of test:
Confidential and Anonymous
Confidential takes you name, address, etc... the information is not reported to anyone, but the state. However, your name is attached to your test results.
Anonymous is that.. you are given a code, and that code is the only thing that links you to the test results. However, the do ask for zip code, age and sex.. but just for reporting statical information.
Most PP are Anonymous... but if your friend wants complete anonymity I would tell them to ask why type of test they offer before.
Most test are doing via Orasure which is taken in the mouth. The test results differ from place to place depending on the lab they use (1 to 3 weeks). However, there is a test called Oraquick that can give a result in 20 minutes. I know that some places in the state of Florida use Oraquick, but you have to in a high/at-risk population.
Any other questions: you can just ask. I'm a Health Educator, and volunteer at a HIV clinic.
